The three city measures
Measure C — hotel tax
Would raise the Transient Occupancy Tax paid by hotel and motel guests from 10% to 12%. The city says the rate has been unchanged since 1983 and estimates about $3 million a year for locally controlled services. Source: City of Burbank newsroom, 2026-07-22.
Measure CC — charter flexibility
Charter amendment that would remove the requirement that council members be elected at-large and let a later ordinance or initiative set the method. Does not by itself create districts.
Measure CD — by-district elections
Would switch council elections to five geographic districts using Map 130, starting in 2028 (districts 2 and 4) and finishing in 2030. Takes effect only if Measure CC also passes. On the ballot because of a 2026 settlement of a 2023 California Voting Rights Act lawsuit.
