What the state’s housing progress file shows for Burbank
Once a year the city tells the state what it entitled, permitted, and completed. Those rows live in the Housing Element Annual Progress Report. We pulled every Burbank record we could from the CKAN table on data.ca.gov.
This build has 3,916 project rows totaling 8,534 units. That is a count of reported rows, not a claim about units that are occupied.
ADUs dominate recent years in many Southern California cities; if the table says ADU, we leave it as ADU. We do not scrape the EdgeSoft property portal for a fuller permit history. That would take a city export or a CPRA request.
