What Measures CC and CD actually do

Burbank elects five council members citywide. On November 3, 2026, voters also decide whether that stays true. The city placed two related measures on the ballot after a 2026 settlement of a 2023 California Voting Rights Act lawsuit.

Measure CC amends the charter so it no longer requires at-large elections. It does not, by itself, draw districts. Measure CD would adopt by-district elections using Map 130, starting in 2028. CD cannot take effect unless CC also passes. A third measure, Measure C, is a hotel-tax increase from 10% to 12% — a separate question.

If both CC and CD pass, districts 2 and 4 vote in 2028 and the rest in 2030. If either fails, the council stays at-large. That is the city’s written outcome table, not a prediction.
